A few adjustments for 0.9 based on some feedback and observations from games I've played.
1) Roads have been added near the Blue capitol and south of the Teal capitol in order to help these sides slightly in their expansion options.
2) A couple of new L1 ruins added in some areas that weren't visited often (the city directly north of the Teal capitol and the southern Devil city) because those cities are out of the way and hard to take. This provides an extra reward for any hero going to that area to take those cities. The tower by the Devil city got relocated slightly to make it more useful for guarding against invasions from the Dragon city or as an invasion route into the Red lands.
3) A slight boost to the income of some of the more out of the way income buildings to encourage their capture by players.
4) Set the city wall level to 4 on the 4 super cities and the income/city wall level to 60/3 on Capitol cities for when less than 8 players are in the game.
5) Changed the 4v4 setup based on feedback from LPhillips. It's now Yellow/Blue/Orange/Green vs White/Red/Teal/Black.
