Additional changes from version 13,
a few minor map edits.
Gold from income buildings reduce a bit.
Production limits of cities tweaked, the initial razed cities once rebuilt can not produce 4turn units. Neutral cities (excluding Slums) can not have 4 turn units built.

Edits from version 17 to version 18;
Medusa now guarding the ruin at 22,65
Port added at 33,41
Eagle now guarding tower at 39,44
Orc now guarding tower at 25,59
a few more team settings added
Some city names renamed.

Please issue comments under version 18.
