I think this will be an incredibly hard start for Blue. After getting 1 city all units must enter the water which costs at least 2 turns of movement (entering/exiting) plus gold if you want your boats to move at a decent speed.

Compare that with White who has a ruin on turn 1 and 4 cities nicely connected by road so that on turn 3 White should have 5 cities while Blue will have 2. Green/Black at least must walk (no roads) to cities but definitely have gobs of nearby cities so that once they start taking them they will leap in numbers

It's an interesting map concept but one that will surely be dominated by Elephants due to all the Open terrain.

I adjusted the cities to reflect how easily the expansion is. All the cities on the water get either serpents or eagles to allow for good expansion. White does expand fast, but the cities are much lower in value-less gold, poor production, fewer build options. Black has slow expansion, but all the surrounding cities are stronger. I expect after a few games I'll come out with a new adjusted version once I see how the balance is.

Can you start a 4 player game on it for test purposes then? If you set the turn time to 3 days I will join. Otherwise I can't right now because I'll be going on vacation next week and will have sporadic access to games and a 1 day turn around is just to hard to meet.
