That would definitely be a big balance help.
Still doesn't help with ridges where fliers can lurk on them forever without being attacked. I am still in favor of allowing attacks against flying units on ridges even if they can't do it against fliers on mountains/water-when-you-are-on-land. Just charge all the remaining movement for the ground units to attack fliers on a ridge with the minimum cost needed to attack being the type of ridge (snow ridge = snow cost, desert ridge = desert cost). So for example to attack into a desert ridge would require 3 moves, a snow ridge 4, a hills ridge 6 etc. Example: An Elf with 12 moves wants to attack a Crow on a Desert ridge. It has the 3 moves needed to make the attack and after it kills the crow it will be left with 0 moves (costs all movement to attack into a ridge). Next turn it can exit the ridge on either side.
