Guards and production adjusted to fit changes made by Snotling to the neutral guards.
This is an important balance fix. I was using the previous "bug" to cause Active production to fill cities with weak neutrals as support for the actual highest production, already placed on defense. Previously you'd have seen a red dragon with several Orcs, replaced as they are killed by the "Active" status. Games hosted on 6.0 will now feature things like 2 red dragon guards in the king's seat cities without the orc support. Games in both versions will now see the "Active" feature play little to no part.
TL;DR: things are a bit different now and it's important to host on 7.0 for map balance.
