As someone who is originally from Canada I can tell you I don't believe 52.6% of the population is educated

I don't know about Canada, but I can say that 1 of 2 Russians was joining an institute, as high school was called before. Now it's college or university.

I think high education must have practical application. No education for itself. Highly educated people must have place to apply their knowledge in science or undustry. Now I see many highly educated persons in Ukraine who are unemployed. What is benefit to have many highly educated persons here if we have almost no science and industry in the country?!

Ukraine has now very difficult political situation, that should be one of reasons of unemployment.
Russians had troubles in 1990th years when many engineers worked as simple workers. Good that it was a short period.
Hope that when all will be ok in Ukraine (in some years or so, can't say definitely) then all who has troubles to find job will get what they are looking for.

Doesn't matter that much what the percentage is. When you have 50% of population going for a university level education you can be sure that the qualifications will have to be low. Academic dumb people are the worst
