If someone has 0 gold and drops to negative income - by losing cities or sites- will produced units flee or simply production stops?

I would bet on production halting completely and the army remaining in full, like grg121 and qwertius...

...but it is hard to say, why would one ever be in such a dire situation?

Production would halt, but current army would not be affected.

There are many poor gold maps (low income from cities and gold sites) that considering army upkeep does come into play.
