Not quite what you describe/think.
Right now in the map editor, when you place a city it always changes the tiles under it to plains. Hence even if the city is surrounded by other terrain it's on plains.
What I would like is for the squares under the city to remain as they were placed. So if you placed 4 hill squares the city would be all on hills. If you split it to 2 Forest, 2 Hills it would be partly on both. So depending on where in the city you placed your armies you'd get a terrain bonus (or not).
Now in DLR there was a way to easily see which parts had which terrain and Warbarons would have to do the same (or else players would have to manually look at the bonus's in the 4 squares to figure out terrain in cases where it was not obvious).
Or for simplicity sake, Warbarons could simply say you have to pick all the same terrain for a city to be placed so that all 4 squares were either on a swamp/hill/forest/plains/ice/desert etc.
