The one thing that setting a % of cities does is penalize a player who has a few but strongly defended cities and couple of great hero stacks.
Such a player might well possibly win (by razing the opponent one city at a time) if their opponent has weak/no heroes and a bunch of cities that are only lightly defended. In DLR this kind of scenario happened all the time so I fully expect it would be possible here as well.
This is why I prefer to play on till everyone resigns or you eliminate all players.
