Hero offers

Do players (especially in 1v1 games) receive the same hero offer in the same turn? With the same allies and cost?

First turn, yes :-)

In future turns no. Its randomized and also depending on your amount of gold.

Shouldn't they be the same for all players (if they have enough money)? In ladder games it can be lethal if one gets a medusa or worse early on, and the other gets nothing.

My understanding of the current system is that it allows players to affect what is being offered to them. If they want to be offered more allies they can save money, if they want to get more offers they can keep their number of heroes low. Location seems quite random, but Im not sure how you would improve fairness in that.

The important thing seems to me that, if players have more or less the same money, the get the same offer. For example:

turn x

The game randomly generates these offers:

Offer 1: only hero for 650
Offer 2: hero + medusa 650+500
offer 3: hero + 2 dragons 650+1500

Player A has 900 gold: he receives only the first offer
Player B has 1200 gold: he receives the second offer
Player C has 2200 gold: he receives the third offer

I would like to see a fair offer system, but it comes with the cost of predictability and potential exploitation or boredom.

Fair as follows: An ally type is selected as the ally available for that turn. If you have enough gold to receive that ally type with your hero offer, you receive an offer with the number of units scaled and the cost slightly randomized as now. Let's say the offer for this turn is Medusas, base offer cost 500g.

Player A in your example (900g) gets an offer for a hero (no allies), then cost is randomized up to 900; maybe it's even 478.
Player B in your example (1200g) gets an offer for a hero with one Medusa, randomized cost.
Player C in your example (2200g) Gets an offer for a hero with 3 Medusas, maybe it costs him 2193, maybe 2089, doesn't matter; the offer each player is eligible for is determined before the final semi-random cost.

For 1on1 ladder games that are often played on smaller maps getting the same offers seems like a pretty good idea. In fact there should be maps that are nearly mirrored in production, cities, ruins and offers since many games are decided in a few turns. Will have that in mind and see if we can come up with an idea for it.
