Excuse my ignorance. I am playing a game where I have the possibility to take the last 2 cities from one of my opponents next turn. Does this end the game for him or does he have 1 turn to retake one of them?

If it leaves your oponent without cities at the start of his turn he is eliminated and may not make his turn, he is out!
