Easiest way to make it a *lot* more challenging (and the AI in general) is to code the AI to *never* move Hv Infantry units (treat them as movement 0). Then put 1 in each city to prevent scout/crow attacks from busting the AI in a cheap manner.
Then make all AI games have 1 Hv Inf as part of the starting armies so that the AI never loses its capitol to a cheap attack.
Won't require any complex coding and players will have to work a lot harder.
