I suppose that roads only change the movement cost of the squares thay are on, but not the terrain type itself. So when a road lies on a hill, units will travel easily through it, but for example Giant will still get +2 in hills bonus. If this is true, then it's definitely possible to make other terrain types more important by smart map design as you say. Because if there are some random hills or swamps in areas where players don't even have a reason to move their units to, these terrains will never come into play.
