What happens to units when city is rebuilt or given away?

What happens to units in a city that is given away in a peace deal?

How about enemy units standing in a razed city - or can you even try to rebuild it if it is not cleared first? In a game now that has both neutrals and enemies in a city and wondering what would become of them if I moved in to rebuild...

Units in a city you give away are ejected to a square outside the city.

Seems not true regarding neutral units, or there is a bug of some sort when neutral units are placed on a city that starts the map razed. Currently in game where enemy rebuilt a city that still shows a neutral unit on top of it. Do not know what would happen if I'd attack that city, I hope at least that neutral would not be involved...

it should not be possible to rebuild the city when Neutral units are on top of it.
Maybe the city is in FOW in your game and thats why it looks strange?

Sorry, was posting as jiipee due to subbing him, was me noting the issue (in one of the games of jiipee). Seems that it is not only a fow issue.

Game is "some sort of ffa", the city in the middle of map, Argonath. Logged in as jiipee.

EDIT: I was wrong, actually the city is still destroyed and not rebuilt, it just has changed to look like my opponent's city for some reason. So maybe a graphical bug but not what I originally thought...

I have investigated this and was puzzled for some time
It turned out there was a bug. If you had a battle in a razed city in the top left corner and won, the razed city would change its ownership to you. This has no effect but graphical, but the bug has been fixed now anyway
