Mixed AI stack stuck on water

Game 44627 (Darklords105)

The White AI has 4 stacks of mixed fliers/boats next to a city (lower left side). He can't figure out how to land at the port and attack the city. It appears the fliers are attempting to attack directly and are unable to do so since the boats can't attack from water. Somehow the path finding is messing up here on mixed AI stacks.

I see the issue.
I made a small adjustment to AI pathfinding. Let me know if he gets unstuck on his next turn :-)

I gave it 2 turns but the horde is still stuck there.

Still stuck. And after being taunted too

If it speeds your debugging up, feel free to end my turn and test your changes. I am sure my Barb can survive a wave of fodder crashing into that city.
