I think the enemy should always see your stacks in their current order for *that* stack. This is going to matter in Simultaneous games if you have players selecting stacks and re-ordering for an attack. You can potentially attack someone at this time and catch them and kill them due to the re-ordering.
In turn based mode if you allow multiple stack orders (for gold members) then once again each stack should be shown in its current order. That is unless you are planning to force all stacks back in to Defensive mode at the end of the turn regardless of how they were ordered (not sure that's something you want to do by default, players should have to do that either via individual stacks or a 'all stacks to defensive mode' button).
Now back to player playing their turn. I would once again show the stack in it's current order. On the main map under the number for the units in the stack you can show a letter/symbol indicating the order (D = defensive, O = offensive) for the stack. If the stack itself is selected then in the center of the stack menu (where you have the deselect/select button) you can display which fight order is being used with full text (Defensive, Offensive, Attack 1, Attack 2 if gold players get multiple they can use).
