Why create a whole new building for this given graphics cost money and it would require all maps to be updated to add the new building (if the map maker wanted it)?
The addition I've wanted for years is the ability to build 'better units' in your cities. Rather than add new game menus/buildings (which takes a lot of time/code) the better units would be tied to the city wall level. Right now the only wall levels that matter are L3, L6, L8. Instead we could do:
Wall Level
0 - base unit stats
1 - +1 strength
2 - +1 move
3 - +5 city defense (as it is now)
4 - +1 strength
5 - +1 move
6 - +10 city defense (as it is now)
7 - +3 ambush
8 - +15 city defense (as it is now)
9 - -1 production time (new city wall level, costs 800 to upgrade)
Effects are cumulative. So a city with L3 walls would build units with +1 strength and +1 move. A city with L8 walls would build units with +2 strength, +2 move and +3 ambush. One of the added bonus's of doing this is that the initial starting units would come with +2 strength/moves to help conquer neutrals.
The -1 production time at L9 would mean 2 turn units are build in 1 turn, 3 turn units in 2 turns etc. 1 turn units would not be affected (ie you don't get 2 of those per turn).
