Wait turn or attack without hero?

First few turns of a game. I am on the door step of a neutral city. Unfortunately, my hero is out of moves. Is it better to take the city without the hero so production can start or to wait a turn to get XP for the hero?

I usually wait, leveling up that first hero is usually more important.

Unless your army is very slow-like dwarves, or pikemen, your hero will always be trailing them. This situation will likely keep repeating until you take a turn to allow your hero to catch up. Since the hero will gain experience, and may reduce your casualties, it is usually best to wait unless you have a different task to assign for the hero. I find that early in the game is the best time for leveling up your heroes. This is so valuable that having a hero trail my armies and not do anything is just a waste.

I usually ignore ruins with my first hero so that my first hero can stay with it's stack and they can gobble up neutral cities. Ruins can be picked up later by another hero.
