Units can carry over up to 2 movement points from the prior turn (ie. 2+ movement points left = +2 moves next turn, 1 movement point left = +1 moves next turn, 0 movement left = +0 moves next turn).
This can be useful when you want to reach an enemy city without spending a turn in the open.
More importantly, as your game experience (and skill level) rises you will learn to regularly end units/stacks with 2 movement points rather than moving down to 0. It costs you nothing to do so (you'll move same distance next turn) but the upside of saving those 2 points is you could move in another direction next turn with +2 moves if an enemy appeared out of the fog of war or maybe stopping 2 moves short this turn prevents an enemy from reaching you from deep in the fog etc.
