Adjusting your Empire when not your turn

I was reading the latest development blog and this stood out:

- Possible to buy production and set up vectoring, buy citywalls in your cities even when it is not your turn.


The first part of this is introducing a new behavior:

I am imagining a scenario like the following. You are vectoring men to another city. Your nearby opponent realizes this and sends a force toward you on his turn. You check on the map after your opponents turn and before your turn. You realize he is moving to attack. You cancel your vector so your armies are produced locally for defense instead of being sent in the vector as they normally would be.

This alters the game flow in terms of you getting to see your opponents move before doing your turn. Likewise I can imagine suddenly buying production after you see him moving toward you and switching to that 1 turn unit (assuming you can switch production when it's not your turn. If you can't switch production then it's not an issue).

In speed games it doesn't matter so much that you might change your vector. In fact you'll almost *have* to do vectoring/upgrading cities etc when it's not your turn due to short time periods to play your turn. But in standard games I'm not so sure this is something players would be comfortable with given you might have a couple of days to alter your vectoring (potentially switching production if that's allowed) after seeing how other players move.

It should only have effect AFTER you enter your turn. In other words, your changed production and vectoring should not apply at the start of your next turn, but after it. If I buy a light cavalery when its not my turn and change production, it should have no effect until I have actually entered my turn.
