Adjusted for ladder (and tournament) use.

1) Changed Black and Green capitols to powerful production when not in use to match other capitols.
2) Added 4 lookout towers in the central area to allow spying on the entry ways of the 8 Kingdoms as they race for the middle.
3) Changed all the middle cities to have a set gold income of 20 so they are worth capturing given their Red Dragon/Spider defenders.
4) Changed the production of the 8 cities at the entrance ways to the middle area to be good production to provide some better production in the game.
5) Set the start positions for 1v1, 2v2, 3v3, 4v4 and 2v2v2v2 play.

Please set for ladder use. The original map should now be removed (or put in the 'old' designation) so there aren't duplicates.
