What if we limit the hero choice by excluding what we already have. So if you already have an Assassin, you can't have another one unless you loose him or you have all 7 heroes. So if you have 6 heroes and they are Assasin-Barbarian-Ranger-Valkyrie-Horse Lord-Dread Knight you have to get a Paladin as your seventh hero.

...and should also limit city production. If somebody has Heavy Infantry in one city he shouldn't choose the same in another city till he choose all other 1-turn units
