The option to not animate terrain is not being respected in the map editor.

I've filed a bug report with google but I wonder if they will even read it. Will see if there is anything else to do. We had another version of the water before that was more resource hungry but didnt require 2 separate layers.

Google seems to have listened to my bug reports about the animation bug in chrome browsers. At least the bug is gone now for me.
