Cannot rebuilt City

I have a Dark Knight with Bulding Ability 3. He stands on a burned down City and wants to rebuild it. Cost 650. Game told me it cost 520 for me. My aktual Gold: 639. Nothing happens.... please have a look. I try freeze the Game how long i can. City is Aurangabad in the South.

PS: Maybe this is because i have not enough Money to rebuild it without the Ability but it should work...

I would suggest disbanding the hero for not getting the job done
