Ambush rolls are only occur once against the first unit faced.
Also, there is group ambush and individual ambush. Ghosts provide the +8 group ambush, but the Ghost itself has 25 individual ambush. So in your situation, each Ghost would actually have an ambush of 41 (25 ind + 16 grp).
In your example, Ghost 1 would have a 41% ambush roll against the first lt inf. If he failed the roll but won on strength, he faces the second lt inf on strength alone, no ambush roll. Once the second ghost comes into battle, it will have a 41% ambush chance immediately (even if lt inf is down to 1 strength). From then on, no more ambush rolls would be made.
Here is what is written in the Wiki about Ambush (and the counter balancing Ward ability):
"Ambush
The ambush bonus is a chance to kill the enemy unit before entering battle. Ambush is a percentage chance and it only happen the first time a unit enters battle.Group ambush is a cumulative bonus which mean that group ambush from all units in the same army are added. Its possible to have 100% chance to kill the enemy unit with group and personal ambush combined.
Ward is a bonuses that negates ambush. If a unit has 50% ambush and the enemy unit has 25% ward the result ambush will be 50*0.25 = 12.5 (13) ambush. Ward is just like ambush cumulative."
