Non-players can change city names

If you go to a public game with neutral cities, you can select one and then change its name. That's about it for the report. I just changed the name of Siwa in a Middle East game to "Goobertown" as a test. It's a game on the list of longest running public games, in which I am not a participant.

I checked the code and have also tried to replicate the bug, but for me I cannot change the city name.
Could you describe step-by-step how you manage to do this?
Or screenshot :-)

Yes, I went back and fiddled and figured out how to replicate this one

The game was "Age of empires" and the location was the neutral city of Siwa. The name returns to normal when you leave the game, since a non-player can't save changes.

If you select a city, then select a neutral city by clicking it on the map, you can change the name. Siwa is currently renamed "Goobertown", at least on my screen. When I leave and return, the name returns to normal.

Minor tweak, really.
