I wonder why cities have 8 levels while the game in general is aiming for 'small' numbers.
Wouldnt 3 levels do?
0: 0 def 2 view
1: 1 def 3 view
2: 2 def 4 view
3: 3 def 5 view
(view can of course be adjustet, 3 to 6, 1 to 4, whatever)

Zorro,

The 8 levels emulate Warlords I city model. I think the extra levels are good.

It allows city damage to be always on (walls reduced by 1 each time city is captured) without being overly harsh as it was in DLR when the loss of a level meant the loss of a level of defense bonus. The game could also reduce the walls by another level if you pillage the city of production.

Also with more levels you can tie the view range directly into levels that don't give a defense bonus (L1, L2, L4, L5, L7) as I suggested with the towers. That way every upgrade provides something (view bonus or defense bonus). In the future something else might be able to be tied into certain levels of walls (maybe extra gold income for example or units with slightly better stats like extra move etc).

A "city development" option might be nice, where you could invest into increasing a city's income or production capabilities directly. But with the game set up as it is, there would be no incentive to invest in such things. Units move quickly (and will move much more quickly with new hero bonuses and abilities) and maps are not very spread out.
