My level 1 paladin searched a ruin as his first action, killed two skeletons and found a helm with +int and +view. He got no experience for this. His second action was to search another ruin, killing its guardian (1 ghoul?) found a another crappy item and again received zero XP.
I really think heroes should get some XP for searching ruins, so I'm hoping this is a bug.

yes Snotling I also had this happen recently. No XP from a L1 ruin w an item. Game "The Hills Have Eyes" 3691

I think i'm having the same problem. Also a lvl 1 ruin with a new hero. Ruin was re-populated.

Definitely no XP being given for ruins.
Searched 3 L1 ruins in a game over my last 2 turns tonight. No XP from any of them (1st time searching those ruins) as my hero remains stuck at 500 XP from taking a couple of cities.
