Yeah 4% is quite low. It would certainly make battles pretty linear (with occasional craziness).

So currently, if a player is 90% likely to win a battle, and loses, the battle is fought a second time? What if the likely victor loses that second battle too? Is it also re-fought?

Its re-fought until they win.

I still don't agree with this on larger maps where there are enough fights to make the idea that a single fight will determine the game less likely. But on most maps, I can buy it. As for it increasing strategy, I still don't agree with that, only that its a necessary evil. Sure, there are scenarios where you can be screwed by a bad roll and have to add another 16 units or whatever to the fray, but its not like its impossible to get 94, 99, or even 100% ratings for fights.

Why not just refight the battle once and let the second result stand?
