Fortifications need to be cheaper

I've never seen anyone build any static fortifications outside a city. Walls/towers are simply too expensive. Should be much cheaper.

I've built many of towers myself, however only on maps that have a pathways through mountains in which an enemy would have to attack the tower if they weren't flying around it. It has come in handy to block passageways a few times!
