Battle reports with multiple parties

In a team game, I find that when my teammate has defenders in one of my cities, the battle reports often go to him but not to me. Battle reports should go to all involved parties, but certainly to the owner of an attacked city regardless of whether he has units there. Note that in the observed cases, I did have units involved. Not sure exactly what is determining who gets the report.
