Slots not showing...

So, I thought I'd dabble in the map making world, and I'm making a 1 vs. Blessed AI vs. 1 scenario map where I have 1 starting city for two human players and two starting cities for the Blessed AI.

I finalized the map and went to start a game on the map, but after i select the map and save settings, no starting slots are provided to choose? What am I missing?
