Hero not offered on Turn 1

Game: Scenario Test 2
Map: Middle Earth (Scenario) 4 v 4
Starting Gold: 800
Position: Rohan
Player: SouthernStar

Problem - Apparently, not offered a Hero on turn one -- was offered one on either turn 2 or 3 (can't remember which)

Could this be an issue with:

Beta5?
Scenario maps?
800 starting gold?
Or is this as designed -- no 100% guarantee of a Hero on turn 1, especially when starting gold is only 800

Are you sure about this?

If you start with more than 500 gold, you should be offered a Hero on turn 1.
In scenario you can set startinggold to 500 or less, in which case you wont be offered a Hero.
Maybe you accidently just canceled the Hero on turn1, or you started with 500 or less in gold?

Let me know if it comes back, and dont end turn in that case so I can investigate the database

It wasn't me that had the problem, so it could be user error.

For now, until we get more evidence to the contrary, we'll presume it was a case of accidentally closing the Hero tab, and not knowing to go back to it.
