There is a bug on this map discovered while playing.

The city of Orthanac (north most city on the western island) has no production possible. Looking in the map editor it appears you accidentally clicked the 'set production' button instead of the normal production button and when you didn't specify any units it causes it to default to not being able to produce anything.
