Towers in mountains

Is it normal to construct towers in mountains?

In my game #30996 my hero have constructed a tower flying over mountains as he has construction ability.

Next time I will test this in water...

Try it on Volcanic terrain also :-)

Tried to build at mines, cities and razed cities - doesn't work. How about watchtowers and ruins? I'll give you an update.

You can't build two buildings on the same spot. Anywhere else is allowed.
