City not active after surrending

Hi, in game 32379 one player surrended in turn 1, other one a little later. Their capitols are set to citystate. When I scouted some abandoned capital in turn 11 or so, it apparently did not become active (one infantry there), nor started to activate nearby cities (also only one one-turner in each of them).

I checked your game.
There is no bug there, it is performing as expected.

Hint, for a city to be able to produce it must have some available production ;-)

Thanks, I am sorry, I missed this possibility :-) :oops:

Does that mean that if someone starts in citystate capitol, and than just surrenders before doing anything, it is intended to his capitol not to have the citystate property anymore?

The citystate programming is working as intended. Cities around that location are being activated, and producing. But if any city does not have production capability, it will not produce. Those players never purchased units in their capitol cities. Any cities they captured and pillaged would exhibit the same behavior: active, but not capable of production.

Yes so it is working as intended. Not sure if a change is needed for this special case, or how/what kind of change to make...

Out of curiosity why does the city state itself not produce more men?

I know on BullRun I have set all the unused sides (capitols) to be City States. But I've noticed in several games that the city state activates nearby neutrals as intended but it never produces any more units in it's own city besides the 1 unit it starts with (a 3 turn unit).

For those cities without production: why not add a counter in the cities: neutral active cities add (50% of) their income to this counter (their "savings") and after x turns they automatically buy production (either AI-style or some preset unit) and start producing. Sodoing the city won't be empty if someone comes and "visits" it.
